I just had a weird thought. I dunno if it'll be headcanon'd by me, but it will by DDB =P
-We know Cere's blue hair isn't her natural color, right? <I think, I can't seem to find a source.> Well, maybe Annie had recently retired a pseudonym for her role on the show, and as Cere was particularly attached to that incarnation of the show with the "previous actress", she dyed her hair and made it up into the spiky-ponytail style that Annie happened to have in the show before changing to her current pigtails?
tl;dr - Cere was a fan of Annie's show before the current incarnation <a "last season was better, new one ruined it" kind of fan>, Cere/Wulf/Annie is "Team Cere's fangasm"

Umbrella's Annie Era is remembered as one of the worst, and the most difficult for them to have recovered from.

People generally agree StarWulf was a failed attempt at marketing to wrestling fans. There was an especially high amount of groaning when Beowulf jumped off the cliff to stop a boulder from crushing Annie and Sagan, and all they did was talk about how amazing he was.
Letting Beowulf direct all the episodes he was in was generally agreed to be a poor decision
with the notable exception of Episode 1205
that's the episode that won them their eighth SkullEmmy
I heard there was a lost episode. About #838, I think.
I think it was cut at the last minute due to how Sagan was forced to graphically take out Annie's other eyeball as an offering to a malevolent space god to stop him destroying all time and space.
Oh, and apparently they all die at the end anyway.

They decided to make her since she would be cheap.

Put on an eyepatch (right eye!) and never swear. Yeah, according to the canon info thread:
- She's physically not able to swear due to her condition
And this bit from the same thread makes me want to draw a bunch of Annie portraits:
- Annie hides her immortality by getting a new hairstyle every few years. The show tells the audience that they have simply changed the actress. Eliza also pulls a similar trick
Maybe Valentine is the truest Annie fan of all (right-eye eyepatch).

Along with mohawk and cornrow Annie, there are a couple of styles stolen from Parasoul and Valentine. I wonder if Parasoul, a known Annie mega-fan, is subconsciously combing the hair over her right eye in tribute to her idol.
