Here's the deal: Generally, if your throw gets teched by your opponent in this game, you're at -1. Generally. Like with the annoyingly specific hitboxes, the devil's in the detail here, because not all throw tech animations are equally fast.
The following lists are to be read relative to each other. A character in the 0f tier has a tech animation that's two frames faster than a 2f character's tech; therefore, Parasoul is -1 after teching a throw and -3f after getting her throws teched.

(All of this doesn't apply in the beta because Mike fixed things. Your throw gets teched, you're at -1, no questions asked.)

Ground tech:

+0f: Everyone else
+1f: Filia, Fukua
+2f: Parasoul, Double

Air tech

0f: Filia, Fukua, Fortune, Squigly, Bella (Squigly also has a 6f airgrab for some reason instead of 7f)
+1f: Eliza, Peacock, Double
+2f: Parasoul, Bella
+3f: Big Band, Beowulf
+4f: Valentine
+7f: Painwheel


I'm not putting this into bug reports, because until @Mike_Z says he does not want this in the game it's a feature. (It IS a thing he should know about, though. I hope this pinging thing actually works.)
