Has a game been better/worse during concept stage?

Have you ever played a game that was better or worse in the concept stage.

An example for me is Skullgirls. I like Skullgirls artstyle (to an extent) but I'm glad they made changes to the final product such as Peacock originally being a evil psychopath, Filia had some rather...shall we say risqué designs and animation like the early battle armor and Samson ripping clothes off. While I still have some gripes about character designs I'm glad Lab zero did draw a line on whats okay and what's not.

An example of a game that would have been better in concept stage is Fuse. Fuse was originally called OverStrike it was made by Insomniac Games, the people who created the Ratchet and Clank series. OverStrike was supposed to be a humorous, satire, off the walls first person shooter. What was realesed was Fuse, a gritty, brown, serious first person shooter that revived abysmal sales. The spirt of OverStrike however lives on in sunset overdrive.

So my question to you guys is; was there ever a game you played that was better/worse in concept stage?
