Given the popularity of DP assists, why is Devil Horns almost never used as an assist from Bella? Is it just because everyone is so used to using Cerecopter, or is there some good reason not to use it that I don't know about?

It has a bad hitbox and usually whiffs completely.

Also a lot of startup, so it's more reactable.

The hit box is slightly in front of bella and mostly above. It also stays out for a long period of time.

It's a bad move

Also, if you want a reversal for bella use battle toads assist. Even though it's not that good, some people (uzumakihero) can make good use of it.

Cerecopter existing also invalidates it entirely.

Devil Horn sucks as an assist because it has bad horizontal range. If you really want something like a DP assist, just use H LnL or Battle Toads.

Devil Horns assist isn't that bad. I'd use it vs Val and Filia, but otherwise LNL is a better defensive assist.

With it's tendency of missing at point blank, hitting someone with Devil Horns as point character is hard enough. Calling it as an assist makes it even worst due to the inherent non invincible assist statup. So either bella comes out and get hit or she misses entirely. Only time it really does anything is when people try to crossover you from high above.
