I hope you don't mind if I give some criticism;
Your faces look a bit off. Everything seems a bit low down their face, their eyes are very far apart, and their mouths are too far to the side. This is mostly opinion based on how I draw, though.
Try drawing more folds (for example where they bend they elbows inwards to reach back there would be folds in the crook of their elbow).
Your knees are really far down their legs. Drawing short legs for your style is fine but the knees should be higher (or you could even try leaving them out).
Your hands are a bit odd looking as well. Sometimes they are very stylized like a traditional cartoon with round fingers and stuff, and other times you make more realistic hands with joints.
Otherwise, I like how you draw on the more cartoonish side and the way you shade is nice as well.

You could definitely work on your outlining. They are too sketchy right now. Try doing them in strokes instead of scribbling.

Also MSpaint isn't a good software to draw on. Try different software like Photoshop or Paint tool Sai.

I use GIMP (and my pencils sometimes) to do stuff like this:

Gimp is kinder similar to firework.

They are both meant to be simple photo editing software. They dont do good job in both drawing and painting.

Good job on ya new drawing tho. Keep working on ya proportion, they are bit eiffy right now.
 
Okay.

- You have a really good notion of colors already, and that is an excellent thing, the way you painted some of your peacock stuff is really impressive for me.
- Your pixel art is something very good too, it seems that you can make some really cool looking sprites.

Now, some stuff before i go into criticism.
-As said before, MS paint is not a very reliable software, even for pixel art i think you can find better tools (i don't know which, i'm sorry).
-GIMP is a great software, and it is complete, i've found some great artists and they use GIMP to do their paintings, etc...
-If you feel like trying, as Photoshop, Paint Tool SAI or Manga Studio (Clip Studio Paint Pro), are great tools for digital painting.
-One thing, it seems that you are still using a mouse, if you have conditions(money), i recommend you getting a tablet, even a cheap one, it will make a difference.

Now, criticism.

-I can't give you advice in your colors, while there is room for improvement, i can't tell what it is, and i think it is something you'll improve naturally, but since you are using pencils, i think, you should be more patient, and fill more the spaces, so it doesn't look, rough i would say?
-Now, your drawing on the other hand needs some heavy work, they look stiff, and your drawings are not consistent, the advice that i can give you, is learning the fundamentals in general, even if you have a very distinct style, learning stuff like gestures, anatomy, proportions is really important, i'm still struggling with them.

Don't be afraid of looking up tutorials, and if someone says something harsh to you, try to take the good thing out of it.

And my last advice, is keep doing what you like.

The face looks good and stylized and there definitely seems to be some improvement. Here's some stuff you should work on;
Your hair isn't the best. The ends should be more pointy and the strands should be a bit more uniform. At the moment, the individual strands vary in length a lot which doesn't look correct. Placing spikes on the end of strands is not the method you should be using to detail hair.
His right foot is faced too far to the side, so it looks like he is twisting it weirdly. It should be facing more to the right in more of a 3/4 perspective.
Your hands are iffy as well, being shaped weirdly (and in this case a bit unfitting with the perspective IMO ((should be facing a bit more to the side))), and being too small.
