What are their individual strengths/weaknesses and how do they compare to each other? What does Bella bring to the table that Beo doesn't, and the reverse.

I started typing a response but this is a pretty complicated and strange comparison.
They are both very different characters.

Check both characters tutorials in game which details their moves and says a blurp about what they do.

Cerebella is a slow grappler who destroys opponents by being one step ahead and knowing what they will do.
She has strong neutral tools and good air normals.
Her assists are very strong and she can counter a lot of moves with her armor attacks.
Her Level 3 can completely turn around games when she catches two characters with it.

Beowulf is also a slow grappler but he focuses a bit more on spacing and getting mix up with his unique hopdash mechanic.
When Beowulf dashes, he becomes airborn and can hit opponents with air attacks that hit high while being low to the ground to easily mix people up.
His *single* meterless command grab is much slower than Cerebellas though.
When Beowulf grabs his opponents he can move around with them to perform various finishers that can either do more damage or lead to deadly set ups.
Beowulf also has his air wulf attacks to zoom around the screen in various directions to get in or help him space and convert off his normals.

Still though, they are very different characters and I'd recommend looking at some footage of both of them or checking out the tutorial.

I'm also more partial to Cerebella personally.

It IS difficult and complicated, and I thank for your time. I should have been more clear in my intentions, but I mostly wanted to see what both grapplers bring to the table. They're both grapplers obviously, but they are completely different so I want(ed) to know where they both stand. The tutorial kinda skims on how both characters work, but not how they work with/against other characters which is what I'm interested in. I like Cerabella because I can play a pretty basic fundamental game, but I'm looking to expand my horizons.

So if I'm reading this correctly and adding some assumptions (please correct me)

Cerabella
-based more on reading and reacting (but does have mixups)
-fairly low mobility
-has many command grabs for different situations
-has great assists
-a few solid armor attacks

Beowulf
-based more on mixups/setups (but does have decent neutral)
-low/medium mobility (fixed distance hop dashes but has the Jon Talbain thing...Wulf Charge/Air Wulf whatever it's called)
-has "one" meterless command grab
-decent assists?
-more situational armor moves (have to be chairless thus open to a bit more damage)

Well both characters have pretty good mix up.

If you are looking for the complete grappler experience, I would go with Cerebella.
She has command grabs for long range, close range, hit grabs, super grabs and even grabs that grab opponents out of the air.

She's a REALLY fun character and great when you can get inside the opponents head.
A lot of her mix up is unreactable which means your opponent will have to make a read on how to defend before or just as she goes for her resets and mix up.

Beowulf has a lot of simpler high low mix up that keeps him in close for pressure even the opponent defends correctly.
Beowulf does have a safe strike reversal option, his Chair Toss [H] is invincible to strike moves and he is positive if it hits an enemy so they can't punish it in most situations.
