I personally like the idea of Painwheel being a Little Sister more since like the Little Sisters in BioShock, her mind is completely manipulated by an outside influence (Little Sisters think Rapture is a wonderful place filled with flowers and rainbows and such, Painwheel is completely controlled by Brain Drain) and the relationship we see with Big Band and Painwheel is one like the Little Sisters and Big Daddies, though BB does share a similar relationship with Peacock, so hey, it works either way!
