Is there any automated matchmaking? If not (first off, wow), how in the heck do people find games with people of similar experience??
 
To my knowledge, there isn't any matchmaking.
Fighting someone with similar experience is doable with lobbies. Just name your lobby Casual Matches - Beginner, and other people will join looking for a beginner match.
I'd also recommend posting to the beginner matchmaking thread, and perhaps joining some beginner groups.
 
The goal of Quick Match is to find a match quickly.
In the event there are 400 people searching for a match at the same time, it does filter based on some sort of matchmaking system.

Because people are paired so fast, you're going to end up matched with whoever happened to be searching for a match at that moment.

Skullgirls used to feature a 5(?) rank ranking system, but it was removed after many users complained they were never able to find a match at their specific level. They would rather fight someone very good or very bad compared to waiting 20 minutes for a match.

If you're looking for people at your skill level you can make Beginner lobbies with 1/2 slots and just find people that way, like Meow-Professor recommended.
