afaik it is intentional, the same situation was posted here before with SBO > DHC.

It does because she already does that. She has good assists, BFF is a godly DHC and she can set up multiple tag routes. She also has a DP (which imo she doesn't deserve it) which is on the best version of drill so its other versions are basically obsolete.

Annoying your opponent is a valid strategy, if you lose your composure and just try to get in wrecklesly you will end up getting it which is the goal of you opponent. And Black Dhalia is not the only characters that will play lame, Valentine, Fukua and Robo excell at this playstyle.

I'd really like some qol for Valentine. Make her sLK a low, 2MP could have a lower hurtbox, remove the bypass downside of not having its hitbox not spawn and make Counter venom DHC use the currently loaded Vial level instead of forcing Lvl 1... after all, I had to load those before hand.

Painwheel's jMP has a better hurtbox, making Buer fully disjointed unlike Double's jHP, Double doesn't have only Pain's moves but faster/better in other ways, she has other character's moves but better as well. That also would be a straight up buff, not a QoL.
