Kicking from Lobbies?

So I made a Queen of the Hill lobby and someone joined with a straight up unplayable ping. After our match I attempted to kick them and nothing happened, so I ended up spectating a match. Then I attempted to kick him again when that finished but somehow I ended up kicked from my own lobby?! Is this a known issue?
