PC: Backgrounds Not Loading Correctly

So I dunno how else to explain this without a screen capture. But the Backgrounds on all stages are glitched for my PC. The backgrounds themselves look scrambled, NPC's glithched and floating where they shouldn't.

Weirdest thing is it's not effecting gameplay at all.

Yikes! That's really freaky. The only problem I have is that my PC's too weak to run the game fast enough. Can you share your specs?

I'm guessing you're using 3D backgrounds? How does it look in 2D?

I have the same problem. 2D looks fine, only 3D looks screwed up.
