This is known already and Mike said it's intentional.
Edit: since "intentional" isn't the best word, let's say "not a bug".

alright, it just seemed a little close to be intentional
 
Not "intentional" as in "it was specifically created not to hit Ringlet" but "intentional" as in "Arm is where it is and Ringlet is designed to be low-profile".
Why do people keep pointing this out as a bug?

Probably because of how close to hitting it is, and grendel having a massive hitbox otherwise.
