I do not have access to Steam on MacOS, but I attempted to replicate this today to no avail.

For the sake of information, is your achievement progress displayed as a true percentage, as opposed to a fraction out of 100 (as in, "91/100")?
 
This is the OP from a new account, I lost the password from the old one, but getting on to the question, it still remains at 91/100 permanently, only to randomly give me a Steam notification that says it's progressed from 91/100... to 91/100. And this is still happening, even on Windows.
 
The notification to announce... nothing is certainly strange.
Is there any chance you have another computer or even account to replicate this with?
 
I'd first encountered the bug on a Mac, and when I tried getting it on the same Steam account on my personal Windows PC, it still won't progress past 91/100

Are you syncing the same save file across Windows and Mac? Maybe you could try to back up and wipe your save and try again from a fresh save file.
 
I don't know how to do that on Steam. Could you please tell me how?

Unfortunately it does seem like the achievement is locked up. If the game still had developers, someone probably could have looked at it and reset the achievement progress for you, but currently there is no one around who can do that.

I believe there are unofficial tools that could reset or progress Steam achievements for you. Usually using them will put you at risk of getting banned from the game, but I think at this point no one will be catching you for using it on Skullgirls. But be aware there are risks to using them I guess.
