I think the reason they removed the off-topic section is because we don't really have the moderating resources for it, same reason the art section was removed. Some off-topic discussions can get pretty heated and moderating decisions can get controversial, so I understand why the devs don't wanna deal with it.

In any case if you have suggestions for the forum (the Twitch tracker is a fair suggestion I think), it's probably better to post in the Forum Issues section where the devs could see them rather than a profile post lol.
