    From what I remember the 10k tier either doesn't fully cover the cost of implementing an incarnation, or at least comes so close to not profiting that it's not worth the massive amount of work needed to make many of them. Think of how much work goes into an incarnation - at least 4 attacks...

    No. One person *is* upgrading to a Divinity though. I'm guessing the Divinity tier was left there so they can expand it to 3 slots and let that guy upgrade to the tier, then remove the tier or something.
