Jump cancelling goes into stage 4. IPS/Undizzy are being registered here, but they don't trigger. Landing and jumping goes into stage 5, and IPS/Undizzy trigger at this stage.

DotA is IMHO the best MOBA out there, simply because of global mechanics like day cycles, hills, trees, turn-around animation... It lacks the "fun aspect", tho. It is not a game that I can play with my brain turned off like I do with Heroes or League.

This explains why this burst is golden. If it weren't, you could punish it with a c.hp for a heavy counter hit combo, and I agree with not letting the enemy burst.
