Baiko reminded me of the next thing I usually recommend when having weird issues like this with games... Make sure your directX is fully up to date.

have you tried verifying your game files? I know you said you re-installed but sometimes files "can" be left over unless you go in and manually delete the folders between installs. Right click the game in your steam game list. Properties > Local Files tab > Verify Integrity Game of Cache Worth...

Just in case anyone else is having issues... Right click Skullgirls in your games list and choose "properties" down the bottom where the arrow shows. Then click the "launch options" button the 2nd arrow shows and a new window will pop up where you can type or paste the -psdriverhack command.

Yep! Fixed the issue right up. No longer have to switch to analog mode on my Qanba which was a pain because I play on both pc and ps3 with it :)

After talking to some others it seems the more competitive side likes downs while rounds are the preferred methods of more casual players. Interesting. I can see both sides though, the competitive side wanting more reward for beating their opponent down, while the more casual player seems more...

Seems downs is the more popular :) I guess I just liked that rounds did make solo matches feel different from the rest of the game (2 nd 3v3). Me and a friend like to play solo matches a lot. It was almost like playing two different games but I can see how some may have wanted it to be more...

I noticed in the new patch notes of SG they've changed 1v1 format to "downs" vs "rounds." I was a lot fonder of the previous round version and just curious how others feel as well.

Why hasn't anyone figured out the guile theme yet :D

Edited for correctness. Not all round 2 sticks work depending on the chipset in the pc. Wish I could make it and unfortunately SG will prob be on the secondary stream... Bifu streams suck royally always :(
