Actually she can only detach limbs because Dahlia cut her into pieces. So anything still attached before her 'death' wouldn't be able to detach.

Something interesting but Ottomo's pilot is named Tom right? So the name Tom is shorthand/nicknamed version of Thomas, the name meaning Twin. Another possibility is Tom could be named after the character Thomas Hagan from the Godfather series?
