This was basically what I was going to post. That or make it really inefficient meter/damage-wise. Teams with meter should be able to escape with burst alpha counters, solos are an issue though.

The point was that it's an instant overhead crossup, you can't react to it unless you're a god. I'm not saying filia would actually do 3 in a row in your face in a match.

Looks like there are burstable points after all, unless val is a special case.

Is there an alternative way to shake out of stagger stun? It's a pain to do it fast enough on a thumbstick and it's probably not very healthy for it.
