Type C (orange) level 1: Adds 4f of input lag. Type C (orange) level 2: Adds 6f of input lag. Type C (orange) level 3: Adds 9f of input lag. 9f of lag means it is impossible to block any LP on reaction and throw tech inputs must be within 3f of the throw's startup. That's what Shoryuken says.
