Steam - Windows Art gallery not recognizing controller inputs

So, I stumbled onto a weird bug today. If I enter the art gallery, the game will stop recognizing any button pushes from any controller. The stick/d-pad will still be recognized for moving the cursor, but I had to use the keyboard to select/exit the gallery

EDIT: as an appendum, i seem to be able to get it to work if i only have one controller and one keyboard plugged in

(Sorry for bringing back an old post but I've had this problem as well and there won't be much opportunity for bug fixes from now on).

So, my arcade sticks both work everywhere else in the game (can config buttons, play in match, navigate menus, etc) but none of the buttons are recognized in art gallery. I can move about the first page of art but can't select it or exit without using a keyboard. The arcade sticks I'm using are a Qanba Q4 RAF 3 in 1 and a HORI FS-3 wireless if that is of any use. My DS4 works fine on it though.
