Hello,
I bought the SG from pre-order and I still dont see the 2nd encore DLC in my steam library.
Does that DLC include in the pre-order version?
 
No
 
If by "pre-order" you mean the IndieGoGo Campaign then no, 2nd Encore is not included.

The DLC characters were included but you had to go and get them for free within 3 months of each ones release date.
