How do I get j.Hp after air throw?

When I go for air throw I thought I needed meter to combo off of it, but it seem you can just otg with j.Hp. When I try, the character has enough time to tech. Also, is there a certain height this doesn't work? Please help.
 
Air dash. Double tap or do the two buttons press way. If the opponent is really high up, then you need meter. I think if you are really close to the ground, you will need to use j.lk, but I forget
