Steam - Windows MC Cthulhu and escaping this screen/Fullscreen Window changes?

I start up the game, see this screen, move the controller I want to the Player 1 side and smash every button on the stick multiple times to no avail.

I can only escape this screen if I put the second player to keyboard and press A on the keyboard, after this my stick functions flawlessly with the game.

In addition to this, the fullscreen windowed option seems to have been changed as I can no longer shift the borderless window around using shortcuts or even display fusion. Why?

unplugging, and then replugging the controller usually works for me

Nope, did that then reset the game.

Same deal.
