Steam - Windows SG not running at full fps

I came back to playing around a month ago and my game has consistently been dipping below full fps, I msged Liam about it shortly and none of the basic things he suggested were wrong, and after turning steam fps counter on and playing some more it will dip to around 50 at the lowest when its happening, but the game is most certainly running even slower than that it is extremely choppy. Fuzzy mentioned he was having a similar issue, and I was wondering if anyone else was having it as well because maybe we could find some common thread to help figure it out.
