Steam avatars don't show up on lobbies

Hey, I'm reporting this problem I've had for quite a few long months now where the steam avatars don't show up on lobbies where the avatars are supposed to be. It removes the no player Filia question mark image but doesn't load up the corresponding player avatar. This wasn't like this initially and when it started happening I figured it was a collateral problem with trying to fix something on the lobby code. But time went on and it never got fixed for me, and I kept seeing it working on videos and streams. Works the same on the Beta.

I've verified the game cache on Steam and it says everything's good. Asking friends they don't seem to have this problem either. Any idea what the problem could be? :\
