What's the story on those BG characters on some stages?

I'm fairly new to the game & forum & was curious about all those cool & unusual BG characters on some stage like River King & Glass Canopy. Are they a combination of inside jokes & requested characters by players? Thanks.

When there was an IndieGoGo campaing for financing the production of DLC characters you could submit your own design for an NPC character if you paid a certain ammount. Those are the submited NPCs. They are present in River King Casino and Glass Canopy Ballroom.

I thought that was it. Very cool idea. I love the music of River King, so I see them a lot when I host beginner lobbies. Glass Canopy, not as much because the music is too slow for me & doesn't seem to fit w/the action. Thanks for the info!
