Bandwagon Rushdown punishable on hit if OTG has been used

Without using OTG, Double is left at +9, with using OTG, Double is left at -15, way more than enough time for a punish. I'm holding back at the end long before Big Band has started up SSJ and it still connects. I don't know if this is specific to Big Band, the only other character I tested on was Valentine and it put Double at -3, which as far as I'm aware isn't enough for any of Valentine's moves to be unblockable.

Did you try this using the forward version of the Car?
It's safe using the forward version, I guess I'll just have to use that and deal with losing the advantage of having the opponent in a corner.
