Steam - Windows Big Band s.MP notes don't hit the proper amount?

Big Band is supposed to get an extra physical hit on his trumpet notes for each bar of meter he has, which made things like this possible:

Instead, this is how many physical hits he gets per bar in the beta:

• 0 bar: 0 physical hits
• 1 bar: 0 physical hits
• 2 bar: 0 physical hits
• 3 bar: 1 physical hit
• 4 bar: 2 physical hits
• 5 bar: 4 physical hits

Is this a bug, or a change I missed? It's been like this for awhile.
