Character palette bundle DLC and stages

I've been reading the Skullgirls.wikia and in every stage page, it says that buying the character palette bundle DLC unlocks all stages. In example:
Rooftops Assault is first encountered in Squigly's story mode, and can be unlocked for multiplayer and training use by completing her story. Alternatively, purchasing the character color bundle DLC will instantly unlock all stages, including Rooftops Assault.
I want to confirm if it's true, because I have the bundle and I don't have Rooftops Assault. I don't own Squigly, tho, but the quote doesn't say anything about not having the character.
 
You have to own Squigly. I'm 98% sure of that, but Mike's in a meeting right now so I can't ask him to make sure.
