Steam - Windows "Choose controllers" screen every time I run the game?

So every single time I run this game, just after it says "press any button to start," an overlay comes up for choosing controllers. It seems like I should only need to do this once, and then if I need to change it, I can manually do so in the options. But this screen is coming up every single time I run the game. I have a hard time believing this is just the way it's supposed to be; it's really annoying. Is there really no way to make my choice permanent?
 
im pretty sure it has something to do with how many controllers you have plugged into your system or something
