Clicking outside the game window.

To my knowledge if you click outside of the gameplay window the game will pause unless you're online. Is there a toggle that can be input into the settings file or anything that will enable that behavior outside of online multiplayer? I'd like to be able to have people play on a secondary screen while being able to click things on my primary screen, for recording/streaming purposes.
