Eliza IPS bug

Eliza triggers IPS sometimes in this combo:

c.LK c.MK c.HP qcf.MK
dash j.LP j.MP j.HP
air dash j.LP

I don't know what causes it, and I have a hard time getting it consistently, I get it one out of ten attempts at best.

What's likely happened is that you're fucking up the ground dash input, so when you jump you're at combo stage 5 (j.LP adc j.LP is burstable) instead of combo stage 3 (j.LP adc stage 4 j.LP isn't).
