Pain Wheel Level 3 Stopped by Throne of Isis

If I recall correctly PW Level 3 should be able to absorb at least one hit without being affected. However, if I absorb Eliza's Throne of Isis the super plays out the on-hit animation, resulting in it ending no-where near to Eliza. Is this working as intended?
