I won 30 matches in a row against a friend in a lobby by finishing him with lv5. And I even won another 30 against cpu but I still couldn't get the palette, is there something I'm doing wrong? or is it bugged?

Btw, the method was spamming with peacock to build meter for band, then finishing with satchmo solo.
 
i built up my meter by setting up a second player and holding the back button for that setup with a small weight, using s.MK > s.HP until i had 5 meter. then i took the weight off the other key and whittled them down to minimal health before finishing with lvl 5. i'd give this a try with solo band vs 3 of whoever in local.
 
Are you doing this in Retail or Beta? ( doesn't work in beta IIRC )

Do you have the the full color palette DLC? I think that was another variable that came into play
