Sekhmet prevents "Max" Meter recovery for both characters

In training mode, while Sekhmet is out, Eliza does not recover meter even when the meter is set to "Max", which of course makes sense. However, the same applies to her opponent; spent meter doesn't refill for them until Sekhmet returns. Note that this just applies to auto-refill from "Max" meter -- natural meter gain from attacking and such still functions as expected.
 
That's also true of other characters during supers, they're usually shorter so you don't notice. I'll eventually fix it.
