Solo Outtake no health regen

I hit a dead character with an Outtake but i got no regen... I don't know if it's intended but i think it might be a bug.

Not a bug. It's easy to hit dead characters with one, even/especially OTG, and it doesn't leave that character alive-but-out-and-healing-red-health. Too much payoff, too little risk for it to also give you health back.
