Squigly gone after reinstalling Steam

Does anyone know how to solve this? I've had Squigly since her release,
but after having to format my PC I find Squigly gone from character select and appearing as DLC. What gives?

Can you check your Steam account and see if the Squigly DLC is actually listed as purchased?

If Steam thinks you own her then you should get her, if not try Verify Local Files. If that doesn't work ask Valve.
If Steam doesn't think you own her, ask Valve.

I like how neither person provided a screenshot.

Anyway, she's not gone for me even after redownloading the game, and there are only two files that would do that, sooo.....
VERIFY LOCAL FILES
and then see if it gets fixed.

First verification didn't do diddly, but after reinstalling Steam again and verifying game files again it did the trick. Thanks for the help!
