I didn't get everything but here's what I got. I also put the obvious stuff, for the sake of completeness. Feel free to correct if there are any errors.

It is common to have those when an anime adaptation has catched up with the manga version and they need to wait for the manga to release new content. I've read enough doujin to see where this is going : Doujin means "fanmade" (most likely porn fanfiction, in this context). It's a bit similar to the trend when people put a brazzer logo on a picture to imply something sexual.
It's time to duel ! : Catchphrase in Yu-Gi-Oh.
A wild skullgirl appears : That's how wild pokemons are introduced in the video games.
???bunshin no jutsu : Means "Cloning technique". Naruto's signature move.
Daijoubu : Means "Okay" in japanese, as in "I'm okay".
Mustn't run (I mustn't run away) : From "Evangelion". The protagonist (Shinji) says that regularly throughout the series.
Mada mada (Mada mada dane) : Means "No, not yet" in japanese, as in "It's not over yet", or "you still have a long way to go". Ryoma's catchphrase from "Prince of Tennis".
Zenkai : Means "Full Release" is japanese. It's a genetic trait that allows a Saiyan's power to increase substantially after recovering from near fatal injuries in "Dragon Ball".
Liftoff : I can picture Misato from Evangelion saying that at one point but I'm not sure if that's really a reference to that.
Beowulf sensei : Means "Teacher" in japanese.
Cerebella-chan : Affective suffix in japanese.
Eliza-san : Means "Miss/Mister" in japanese.
Neko : Means "cat" in japanese.
Parasoul-hime : Means princess in japanese.
Hentai : Means "pervert" in japanese. Refers to manga porn.
Another heaven coin closer to redemption : reference to Panty and Stocking with Garterbelt. It's a cartoon made by a japanese studio where two fallen angels must slay ghosts and earn enough heaven coins to be allowed back in heaven.
Art is an explosion : Deidara's motto in Naruto. He's an antagonist who enjoys blowing thing and views that as his own form of art.

Thanks for that. I likely should've been more specific on what I didn't already know (just a few anime quotes/references like Panty and Stocking). But, it's probably good for everyone here that doesn't already know Japanese.
 
Man, all those voice pack are really glorious! Lots of them seems perfect for taunting the other player in permanence!

ALso loves how cheery the female announcer is, i had no idea what to expect from her!

And me who thought Peacock couldn't have more reference crammed into her...

The first draft of Anime Peacock was more of an obnoxious fangirl/anime con Peacock. You might see someone with a "free hugs" sign at a con, right? It is one of the few lines from this theme that made it to the game!

Intentional mispronunciations, blatant misuse of Japanese words, and asking Painwheel if she made her cosplay wheel out of foam were (thankfully) cut.

Also glad Peacock alt mostly ended up being just Peacock who watched anime regularly [instead of the usual western cartoons] as opposed to Peacock being that one annoying fan at cons.
 
The fact that the "Yare yare..." line comes when peacock uses her cigar makes it seem like it's a reference to Jotaro's catch phrase from JJBA.

Quest Class: YuYu Hakusho. High level demon class basically that is notable for creating stuff out of 'nothing'. Haven't read the manga/watched the anime recent enough to know more of the specifics. I can see why this line would be associated to Peacock since pulling shit out of 'nothing' is a regular thing for her.

It's Dazzling [Uo' mabushi'!]: Musashi Gundoh. Terrible old anime that they showed at this one little party I went , but one of those 'so bad it can be good if your stoned or intoxicated'. Anyway believe the MC uses this line semi regularly, but reason why it's notable was because the animation didn't draw the actual 'dazzling' due to it being too hard to animate or something along those lines which just confuses the viewer on what was so 'dazzling' in the scene. Anyway Peacock would have this line because the MC had revolvers so that could be the connection.


Where are all the decals?: This one is likely not anime related at all and is one of the few lines that reference cons as above poster mentioned. It references the merch that is similar to stickers.

Rest I could find out with a bit of digging, but some of these sound too vague/generic to reference a specific thing and is likely a troupe related thing.

Oh man, these voice packs are too much. Anime Peacock is like a TV Tropes explosion of references, and like the other packs, hilarious. As in, drop-your-combo-because-you-can't-stop-laughing, funny. Should they be banned from tournaments?

This makes sense. I guess I just wasn't sure because I thought "pulverize" was part of the quote.
 
I was sure I heard a disgaea reference in there amongst Peacock's many great quotes. I might just be crazy, too. D: I was sure her whole love and justice thing was a refence to Flonne. Guess not.

I dunno, man. I feel like if people can withstand Ragna from Blazblue yelling obscenties every other word mid-battle, a 5-10% of Salty Parasoul happening in Arcade mode wouldn't cause any pitchforks at your doorstep. But, then again...

Fair enough.

Would you be amenable to a "hold L2 or something" while selecting Arcade Mode to turn on any and all alternate voice packs for the CPU, then? That way if people actually want it to happen, they can? Or maybe just a toggle for the CPU in the voice settings? I dunno how difficult that would be, though. This would only be if you were going to be digging through that area of the code regardless.

sadly, without a "dawa" or "daze" after the "yare yare" it's not a JJBA reference, or saying "muda" once, man am i feeling dissapointed right now.

I am absolutely in love with each and every voice. This is amazing! I now have a reason to spam Double's Gun now.

Although, one small gripe. During Double's level 3, the last hit is still in regular Double's voice. Can that be tweaked a bit?

High Mega: In Mobile Suit Gundam, there are several battleship-class beam and particle weapons with the "High Mega" prefix (HM Launcher, HM Cannon, etc)
Check Ya Gun --> Gekigan: In Martian Successor Nadesico, there was an in-universe super robot anime called Gekiganger 3 whose attacks were Gekigan-prefixed (Gekigan Flare! Gekigan Beam! etc) and quoted by a huge portion of the cast.
Lunchtime!: Like the "about to explode" quote, it's a reference to another fighting game. In this case, it's Tron Bonne's Servbot Rush super.
Become Light!: In King of Braves Gaogaigar, the main character shouts this when using the Goldion Hammer (Hell) attack. Like the Burning reference quote*, it's exclusive to the dubbed version of the show.

*The Burning and Shining quotes are G Gundam references, but only to the dub.

I love the female announcer too XD She sounds so excited when she says "The Gorilla fate is yerning" (there's 2 actually, another version is just saying it). Also love the 2 versions of "This is tuna with bacon" XD
