Steam - Windows Broken keyboard input in steam overlay

I recently dual booted Elementary OS on my pc (E OS is built off of Ubuntu 16.04 LTS). When I invited a friend to a lobby I noticed that I had limited typing input in any chat on the steam overlay. I can Backspace and CTL+P to paste but nothing else. Afterwards I installed Hyper Light Drifter and found that the steam overlay chat worked without a catch.

I looked into the controller input and found that I could reassign Keyboard 1, Keyboard 2, and my Logitech controller to player one and player two. I have no idea what's registering as Keyboard two though. The only thing I could think of was my Wacom drawing tablet, but I don't think this is the case.

Check your device manager. It should show everything. Try process of elimination from there if you can.

It works just fine in other games, just not Skullgirls. The device manager wielded no results, so I'm still stuck.
