Cerebella IPS (not) glitch (but yes inconsistent)

There's no general thread for posting glitches so I guess I'll do it here

Notice how Lookin' Good triggers red sparks even though I haven't used it before in the combo.

That's not a glitch
You used Devil's Horns before, which is the same input (623-P)
Same input counts as the same move for IPS.

That's a stupid rule. Now I feel stupid for not knowing that rule.

In case it isn't blindingly clear, in the OP video I do 623 MP during the combo, then start a string with 623 LP which triggers IPS. Isavulpes assures me that if you do a move with the same directional input, you'll get IPS sicne they count as the same move.

However, in this video, we have squiggly comboing qcf MK to qcf LK to qcf HK, and it isn't triggering IPS.

So clearly, the rule applies to Cerebella, but not to squiggly. This is inconsistent and arbitrary.
