I think this is a driver issue. I've recently installed some drivers for my (PoS) PC. If it is a driver issue, what can I do to revert this?

My Specs:

Video Card: ATI Radeon HD 4200
CPU: AMD Phenom(tm) II X2 521 Processor
RAM: 4 GB
 
There should be an anti-aliasing option somewhere in your graphics card settings. Change it to "Use Application Settings" and it should go away. I haven't tested this myself, but it seems to be the solution when other people complain about this same problem in SG.
 
I'm having the same problem. All my Drivers are up to date and my Driver Settings are set at "Use Applications Settings" and its still the same. Its not too bothersome but it is annoying like.

Same happened with Indivisible.

Force them to 'Off' and try again

Disabled anti-aliasing for my Intel HD 5000, but it's still there for some reason... Doesn't bother my game experience, but I would love to make YouTube videos of this one day. Those static-y thingies will just ruin it...
