I think there's some sort of "skullmod" tool? I've seen it used to play with custom backgrounds, so palettes might be doable.
I don't think so. Lab Zero took measures to make sure no one could do that to prevent obnoxious/nude palettes.
MikeZ himself has said that "if you edit even one pixel on any of the sprites in the game, the game will crash"
I feel your pain. Creating colors and costumes is a lot of fun.
To be fair, that was a major high tier reward in the SG Indiegogo campaign. Giving out a palette to "the community" seems like a bit of a dick move to people who paid good money for it. And community polls lead to waifu wars, and nobody wants those. And we got those last-minute Annie palettes anyway.
