Team based games require consistency in player loadout in order to maintain balance and fairness
think of it like in Overwatch, you see a genji, you know what he has (shit taste, for one but that's beside the point), you always know what genji's skills are, the cooldowns, his ult, all that.
it's consistent and allows you to plan for and around him.
in NT, you see Bartz (this player has good taste, unlike the genji player), you know from the party screen that he has one of four HP attacks, the same brave attacks each time, the same Lucky Charm, and two other EX Skills. Using the knowledge you have of bartz's moveset, his HP attack, and the EX Skills the player chose, you can more accurately plan against and around Bartz in the match. It's clean, it's consistent, it's fair. 
adding more brave attacks into that mix would completely distort the balance of the match/match-ups and throw off team comp like a motherfucker
so it might be lame that some characters have fewer moves or someone you like got redesigned to have a playstyle that interests you less
but jesus christ is NT such a more balanced and bearable game at a higher level
people can bitch about Ace all they want but matches aren't five fucking minutes of dodging anymore
