Frame data bug?

My interpretation of the attack data is that j.mp land j.hk is a blockstring, but when set to reversal the dummy can throw a 360 through it.

 
j.MP land was +17 when you did it
j.HK has 13f startup + 4f jump startup = 17, no blockstring

I figure you can get j.MP to be anything between +15 and +20 depending on how high you hit it, so you sometimes have a blockstring and sometimes not?
 
shouldn't the frame data thing show up in between if it's not a blockstring?
