How does Lab Zero hire voice actors?

I REALLY wish I could do Leduc if they made him! How do they hire people?

(This is just a question, but I'll keep it up if someone wants)

They have to have some requirements
>Live in the area of the recording studio (Which I believe is Los Angeles?)
>Have the voice they're looking for

I think they discuss who would fit the role best and see if they can get whoever that is.

Thanks for the answer! Leduc's a long shot among concepts, anyways, but I thought I'd ask!
