Is using 8 on GGPO cheating?

I've played so many laggy mvc3 matches ive gotten used to the delay.This considered unfair advantage?How does ggpo work?

if one player does 1 delay , and i do 8 how does this affect the other guy?

The number you select is how many frames of delay there are on YOUR screen. It doesn't affect the other person at all.
