Well ok here's my opinion.
Don't think of this as a SG OC think of this as a regular character your making for a fighter.
Now the withered fighter idea could be done, but for SG it would be too much animation work, but we're not seeing this as a character in SG. I'm just bringing it up cause it would require work no matter who does it.
The idea of making a character stronger for a game based on an internal clock is also bad. Say I would want to hop online and play this new fighter you created. Someone who's in a different time zone than you is either going to be weaker than the base character stats or way stronger than the base character starts. And who's to say I wouldn't change my computers internal clock just so I was stronger than everyone else in this new fighter you made. There's gimmicky and unfair, this would be unfair.
When I make characters, OC or not, I think how they would work from a gameplay perspective rather than just throwing what sounds cool. This doesn't just apply to fighters.
As for the others, no real opinion.
