penguin ref not showing up?

so I love the new super and taunt, and I saw the test feature bit. So I went into training mode, did the taunt, and then leap-> splash on a jumping eliza dummy, and it took me 3 supers to have the ref come out and deal the extra damage. does the taunt allow for the chance of it happening or is it supposed to be guaranteed like BB's taunt buff?
 
I think you're supposed to do the Taunt twice? That's what worked for me.
