Questions about online Skullgirls

I have been watching a lot of Skullgirls on Youtube so I am interested in buying it on my PC. I plan on buying the base game with no 2nd Encore or DLC #PoorGamer. Will I still be able to play online with people who have 2nd Encore or will I only play with people who don't have 2nd Encore?

Someone without a single DLC purchase can play against someone with every DLC purchased.
2nd Encore adds voiced story mode, all the characters if you don't have them, trials and challenges, maybe some other stuff I'm forgetting.
None of it is related to online play or gameplay.

Does Skullgirls go on sale during the summer sale? I only thought big name games like CoD and CS:GO and old retro games are on the summer steam sale (I am new to PC gaming)
